SBA's Free Online Tool Helps Small Businesses Develop an Export Business Plan

Small businesses interested in starting or expanding sales of their goods and services overseas now have access to a new, free online tool that will gauge their readiness to export and help them develop an export business plan.

The Export Business Planner, developed by the U.S. Small Business Administration, offers a ready-made, customizable and easily accessible document that can be updated and referenced continuously as the business grows.

The Planner, located at www.sba.gov/exportbusinessplanner, allows users to:
* Determine their export readiness;
* Learn about training and counseling opportunities;
* Complete worksheets for global market research;
* Obtain financing information and options;
* Customize export marketing plans, and;
* Access resources for exporters

"Creating jobs through exporting is one of the nation’s top economic priorities, as the President indicated when he launched the National Export Initiative," said SBA Administrator Karen G. Mills [pictured]. "Giving exporters the tools to do their part in this effort is essential. The new Export Business Planner is one such tool and will serve businesses in the critical process of planning for their success."

The Planner is a PDF file that can be easily downloaded, accessed, customized and updated every time you use it. It features an extensive compilation of export research and information -- including quick links to websites, video profiles, training podcasts, trade statistics, contact information to counseling resources such as SCORE and SBDCs, a list of current SBA lenders, plus much more.

The tool is organized in comprehensive chapters that are cross-linked and indexed for efficiency and easy access to related topics.

The chapters include:

Educational Videos by SBA, Inc. Magazine and AT&T Promote Exporting by U.S. Small Businesses

Small businesses seeking to grow their businesses and create jobs through exporting can turn to new, free educational videos created through a partnership between the U.S. Small Business Administration, Inc. Magazine and AT&T.

Through this public-private partnership, a series of online video modules has been developed to inspire and encourage American small businesses to actively pursue exporting, and to educate them on how to do so.

"Winning the future means supporting small businesses that want to grow and create jobs through exporting," said SBA Administrator Karen Mills. "SBA is very pleased to have partnered with Inc. Magazine and AT&T in the production and distribution of this video series, which will help small firms that are new to exporting, or looking for new markets, to sell their goods and services."

The "Take Your Business Global" video series features five main topics that guide small businesses through the process of exporting: Getting Started in Exporting; Planning for Export Success; Connecting with Foreign Buyers; Financing; plus five case studies of successful small-business exporters.

The videos begin with answers to the frequently asked question, "Why Export?" They feature SBA Deputy Administrator Marie Johns [pictured]; U.S. Secretary of Commerce Gary Locke; U.S. Trade Representative Ambassador Ron Kirk; and a variety of small-business exporters.

Other modules feature exporting experts discussing how to take your business global. The videos are posted at www.inc.com/exporting.

"Inc. is proud to work alongside the Small Business Administration and AT&T to provide entrepreneurs with a valuable resource in their efforts to expand their businesses overseas," said Bob LaPointe, Inc. president. "This video series will educate business owners about what to expect when they launch an international business.

"With the emergence of online commerce and digital communications, the potential to export products and services around the world has never been greater.”

Funding for this project was jointly provided by Inc. Magazine and AT&T. Also, Inc. Magazine created the site to host the videos. Both firms will distribute DVD copies of the videos and related materials approved by SBA, and promote the series in online and print advertising.

The joint program will be launched tomorrow [April 8] at The Cosmopolitan of Las Vegas, site of the Inc. conference GROWCO, an event targeting growing small businesses.

The co-sponsorship agreements will remain in effect through Aug. 31, 2012.

Sen. Reid Announces Small Business Committee Assignments for 112th Congress

Today, U.S. Senate Majority Leader Harry Reid [D-Nev., pictured] released Small Business Committee assignments for the 112th Congress.

"I am looking forward to continuing to work with the members of this committee in the new Congress," said Sen. Mary L. Landrieu [D-La.], selected to continue in her role as committee chair.

"We have taken some extraordinary steps over the last two years to improve access to capital for small businesses," Landrieu noted, "to promote trade and exporting opportunities, and to ensure that small businesses receive their fair share of federal contracts.

New Jobs Act Helps SBA Put More Capital, Assistance Behind Small-Business Exporting

Export-related loans to small businesses approved under the Jobs Act provisions have reached nearly $110 million as of Dec. 31, the U.S. Small Business Administration announced today.

"The Jobs Act builds on the efforts already underway through the National Export Initiative by providing SBA with additional tools to help small businesses tap into the global market," said SBA Administrator Karen Mills [pictured]. "We know that, to take that next step to begin exporting or expand into a new market, a small business often needs both financial and counseling resources.

"The Jobs Act strengthened SBA’s ability to provide assistance in both those areas by enhancing our export loan programs, and also making counseling and technical assistance more accessible. Already, we’re seeing these tools put to use by small businesses that are in a position to grow and create good-paying jobs in their communities.'

The Jobs Act, signed into law on Sept. 27, 2010, raised SBA 7[a] export-related loan limits to $5 million. SBA helps small-business exporters through three different export loan programs: Export Express, Export Working Capital Loan, and International Trade Loan. The Jobs Act greatly enhances the tools the SBA has to help small-business exporters grow.

The Jobs Act
* Helps provide sufficient capital for small businesses looking to start or expand their exporting efforts. The law increased the maximum size of 7[a] International Trade Loans and Export Working Capital Loans to $5 million -- up from $2 million -- both with 90 percent guaranties.
* Makes the agency’s Export Express loan, which offers a streamlined application process, permanent -- with a 90 percent guaranty for loans up to $350,000, and 75 percent for loans between $350,000 and $500,000.
* Provides $90 million in grants over three years beginning in mid-2011 for states, to help small-business owners start or grow their exporting efforts.
* Makes counseling and technical assistance more accessible by increasing the SBA’s staff and other resources available to small business.

President Obama has called for doubling the nation’s exports to support creating two million jobs in the next five years. SBA has taken target steps to strengthen its partnership with other federal agencies involved in international trade, creating new tools to help small businesses both begin exporting and grow their exports, and making loans to exporters more accessible.

The National Export Initiative also called for the creation of a new Cabinet-level focus on exports; expanding export financing [which, in part, is fulfilled by the new SBA loan limits]; prioritizing government advocacy on behalf of U.S. exporters; and providing new resources to U.S. businesses seeking to export, among other things.

In Just Three Months, 2010 Jobs Act Supported More Than $12 Billion in SBA Lending to Small Businesses

Today, SBA Administrator Karen Mills [pictured] announced that, as of Dec. 31, the agency had approved more than $10.3 billion in loan guarantees, which supported more than $12 billion in lending to small businesses since President Obama signed the Small Business Jobs Act of 2010 on Sept. 27. The Jobs Act included an extension of reduced fees and higher-guarantee loan enhancements in the agency’s two largest loan programs.

In a just-released statement, Mills noted that SBA moved quickly to get these critical loan dollars in the hands of small businesses and, just three months later, all of the $505 million in subsidy provided in the Jobs Act to support the loan enhancements has been utilized by the agency’s national network of lending partners. In light of that, the SBA has activated the SBA Loan Queue to ensure that any remaining funds that result from loan cancellations in the coming weeks are redirected to new Jobs Act loans.

Following is the full statement from Mills:

"In just three months since the Small Business Jobs Act was signed into law, SBA supported more than $12 billion in lending to small businesses and entrepreneurs across the country. SBA is on the front lines with small-business owners and our lending partners every single day. I’m very proud that, as a result of those close relationships and partnerships, we were able to quickly put this significant amount of capital into the hands of our nation’s largest job-creation engine.

"The loan enhancements of higher guarantees and reduced fees first implemented as part of the Recovery Act have been a vital resource for tens of thousands of small businesses at a critical time when lending markets had dried up. Beginning in February 2009, these loan enhancements engineered a significant turnaround in SBA lending -- including driving record-high levels of SBA lending in recent weeks. The end result is that the agency helped put more than $42 billion in the hands of small businesses through the Recovery Act and Jobs Act combined.

"These enhancements have been a key piece of the Obama Administration’s efforts to help small businesses drive our nation’s economic recovery. As we transition back to our standard guarantees and fee rates, SBA loan programs will continue to play an important role -- as they have for decades -- in helping entrepreneurs and small-business owners start or grow their businesses and create jobs.

"The Small Business Jobs Act is the most consequential piece of legislation affecting small businesses enacted in more than a decade. While we are proud of how quickly SBA could provide $12 billion in capital to small businesses, we remain focused on implementing other key provisions of this law that will continue to expand access to capital; help small businesses compete for federal contracting dollars; strengthen small-business exports; and provide other critical support."

During the quarter, SBA approved nearly 22,000 small-business loans for $10.47 billion, supporting a total of $12.16 billion in lending. The amounts are greater than the volume for Jobs Act loans over the same period because they exclude some loans that were not eligible for one or more Jobs Act enhancements.

Background on SBA Loan Enhancements
SBA expands access to capital for small businesses by providing government guarantees on loans made by commercial lenders. The Small Business Jobs Act extended higher guarantees and reduced fees on its two most popular loan programs -- enhancements first enacted in the American Recovery and Reinvestment Act of 2009.

From Feb. 17, 2009 -- when the Recovery Act was signed -- through Sept. 30, 2010, the SBA approved more than $22.5 billion in loan guarantees, which supported more than $30 billion in lending to small businesses, due to the loan enhancements put in place by the Act. The enhancements were funded with approximately $680 million in subsidy funds provided during the period.

Following the extension of the enhancements in the Jobs Act, SBA approved an additional $10.3 billion in loan guarantees -- supporting more than $12 billion in lending to small businesses from Sept. 27 through Dec. 31, funded by just $505 million in subsidy funds.

The three-month extension of the loan enhancements under the Jobs Act financed the highest volume in a fiscal year’s first quarter than at any time in the agency’s history. During the week of Dec. 18-24 alone, SBA supported a record-high $1.95 billion in small-business loans -- the highest dollar volume since the agency began tracking its weekly loan volumes.

SBA Loan Queue
Authority to continue the loan enhancements was extended through March 4 by Congress last month. While there is no additional appropriation of subsidy funds to support the loan enhancements, the extended authority does allow the agency to redirect -- through the SBA Loan Queue -- any dollars that come available from loan cancellations in the coming weeks to new loans with the enhancements.

It is typical that some previously approved loans are later cancelled by the borrower or lender and never disbursed for a variety of reasons. The queue takes this into account and will allow eligible small businesses, in consultation with their lenders, to choose to be placed in the queue for possible approval for a Jobs Act loan if funding becomes available.

Small-business owners and lenders will have transparent access to the queue via http://www.sba.gov/ and will be able to remove themselves from the queue at any time to be considered for a non-Jobs Act SBA-backed loan with all applicable fees and, for 7[a] loans, standard guarantee levels.

The Small Business Jobs Act included an array of provisions aimed at helping small businesses gain access to capital, compete for federal contracting opportunities, expand exporting opportunities, and obtain other assistance to help them grow and create jobs. Renewable Energy and Energy Efficiency Export Initiative Announced Today

Today, U.S. Commerce Secretary Gary Locke [pictured] joined seven other U.S. government agencies in launching a coordinated effort to promote renewable energy and energy-efficiency exports: the Renewable Energy and Energy Efficiency Export Initiative.

The initiative was developed through the Trade Promotion Coordinating Committee Working Group on Renewable Energy and Energy Efficiency, which includes representatives from the U.S. Departments of Commerce, Energy, State, and Agriculture. Other members include the Export-Import Bank of the United States [Ex-Im]; the Overseas Private Investment Corporation [OPIC]; the U.S. Trade and Development Agency; and the Office of the United States Trade Representative.

Through the initiative, the U.S. Government will support renewable energy and energy efficiency [RE&EE] exporters by offering new financing products; enhancing market access; increasing trade promotion; and improving the delivery of export promotion services to current and future RE&EE companies.

"The initiative lays the foundation necessary to help U.S. renewable-energy and energy-efficiency companies take better advantage of current market opportunities," Locke explained. "It also positions federal government programs to better support U.S. global competitiveness in these sectors over the long run."

Energy is a $6 trillion global market, and clean energy is the fastest-growing sector.

The initiative, which is described in a report being released today by the Commerce Department, comes on the heels of formation of the Renewable Energy and Energy Efficiency Advisory Committee, which is made up of industry leaders. Locke chaired the committee’s first meeting today. This committee will advise Secretary Locke on the development and implementation of programs and policies that will help to expand the competitiveness of the U.S. renewable-energy and energy-efficiency industries.

This initiative is the U.S. Government’s first-ever coordinated effort to support the promotion of renewable energy and energy-efficiency exports. Through the implementation of 23 inter-agency actions, the initiative is designed to facilitate an increase of RE&EE exports during the next five years, helping to meet the goals of the National Export Initiative and President Obama’s challenge to become the leading exporter of clean-energy technologies.

As part of the initiative, the federal government is launching a new online portal to provide renewable-energy companies easy access to U.S. Government export resources. Further, the Commerce Department is committing to an increased number of RE&EE trade and trade-policy missions.

Additionally, the initiative calls for:

* Creation of foreign buyers' guides for U.S. RE&EE technologies;
* Commitment by OPIC to invest an additional $300 million in financing for renewable-resource projects in emerging markets, plus additional new products for energy efficiency-subordinated debt financing and clean-energy technology equipment leasing;
* Streamlining of RE&EE financing applications at both OPIC and Ex-Im;
* Formation of a new subcommittee at the Office of the U.S. Trade Representative to address market access barriers facing the U.S. RE&EE industry in foreign markets; and
* Expansion of USDA’s Market Access Program [MAP] to include biomass wood pellets. [Currently, the program focuses on biofuel products, but not biomass.]

SBA Offers New Podcasts to Help Small Businesses Break Into the Global Market

The U.S. Small Business Administration is now offering a new set of three export-oriented podcasts offering valuable information on issues and challenges that small-business exporters may face when dealing with specific countries.

The podcasts, featuring interviews with business representatives from Uganda, Cameroon and Bahrain, are part of a comprehensive effort by SBA to promote and support President Barack Obama’s National Export Initiative. The interviews focus on what U.S. companies can expect when exporting to those countries, and provide information relevant to their respective business and import environments.

"U.S. small businesses looking to increase sales and profit should look beyond the U.S. borders," said SBA Administrator Karen Mills [pictured]. "Nearly 96 percent of the world’s consumers live outside the U.S., and small businesses need to factor that in to their strategic planning. We’re hoping these tools will help them do that, so they can grow and create jobs here at home."

The podcasts on Uganda and Cameroon include interviews with two women business owners who are members of the Africa Business Women Network, an organization that supports a network of businesswomen’s organizations in Africa. The podcast on Bahrain features an interview with an official of the Bahrain Chamber of Commerce and Industry.

The podcasts are available online at http://bit.ly/PodcastsExportsSBA, and include transcripts. They provide valuable information on country infrastructure, types of U.S. products and services in demand, cultural tips on how to do business, plus other relevant issues.

In his State of the Union Address on Jan. 27, 2010, President Obama announced the National Export Initiative as part of an effort to promote and achieve long-term, sustainable economic growth for the United States. The President has a goal of doubling exports over the next five years -- an increase that will support 2 million American jobs. The SBA is committed to supporting NEI by offering American small businesses the resources they need to break into, and succeed in, the global market.

In addition to the new online tools, SBA resource partners Small Business Development Centers, Women’s Business Centers, and SCORE -- as well as U.S. Export Assistance Centers -- are available to assist small businesses that are interested in exporting in every U.S. state and territory.

These resource partners can help entrepreneurs identify potential export markets; facilitate export transactions; develop links between United States small-business and pre-screened foreign buyers; advise on participation in international trade shows; assist in obtaining export financing; and developing or re-orienting marketing and production strategies.

In addition to counseling resources in every state and territory, there are export specialists available at the eight International Trade Export Assistance Centers, plus SCORE online international trade advisers.

There are 19 U.S. Export Assistance Centers located in major metropolitan areas throughout the United States. Secretary Clinton Highlights Importance of American Exports to Overseas Markets During Visit to Boeing Maintenance Facility in Shanghai, China

Earlier today, Secretary of State Hillary Rodham Clinton [pictured] visited the Boeing Maintenance Facility at Shanghai’s Pudong Airport to promote U.S. aviation exports to China. She toured the facility and met with U.S. aviation exporters and other companies to discuss commercial opportunities in China. Participants shared their experiences with the secretary, and explained the opportunities and challenges they face in this dynamic market.

Secretary Clinton highlighted the importance of American exports to overseas markets, particularly in Asia, in support of President Barack Obama’s National Export Initiative -- a government-wide effort to double U.S. exports over the next five years, and support two million U.S. jobs.

* China is one of the fastest-growing aviation markets, and provides tremendous opportunities for U.S. companies and U.S. exports. Industry forecasts predict a 300 percent increase in passenger traffic, from 230 million passengers in 2009, to 700 million passengers in 2020 -- and further doubling to 1.5 billion by 2030. Aviation continues to be the leading U.S. export industry, generating a global surplus of $60 billion in 2008.

* The Boeing Maintenance Facility builds upon the commercial relationship between the United States and China to promote economic development, technological advancement, and prosperity for both nations and the world at large.

* U.S. exports to China are a key market -- the U.S.’s third-largest -- hitting record levels in the first quarter of 2010, with an increase of approximately 46 percent compared to 2009.

* The growth of imports from the United States in key sectors -- such as energy, chemicals, transportation, medical equipment, construction and machinery -- suggests that China will remain an important and viable market for a wide range of products. With growing numbers of Chinese people traveling abroad for education and leisure purposes, China’s contribution to U.S. educational institutions and the tourism industry is increasingly important, as well.

Jan. 28: SBA’s Export Experts Offer Free Web Chat on Going International, and Accessing Small-Business Capital and Credit Programs

Does your business product or service have potential in an overseas market? Have you considered doing business globally? Exporting can be a means of substantially growing your business. The U.S. Small Business Administration's January VOICE online chat discussion will highlight exporting basics, as well as general SBA capital and credit programs for small-business owners.

SBA offers several loan programs to help small businesses expand or develop an export market. From 1:00 p.m. to 2:00 p.m. [ET] on Thursday, Jan. 28, 2010, business owners can find out if they are ready for exporting, and learn more about how to get started.

Richard Ginsburg and Patrick E. Tunison, of SBA’s Office of International Trade, will co-host this month's Web Chat on “Small Business Exporting and Access to Credit.” For one hour, Ginsburg and Tunison will answer questions on how to grow a business through exporting.

SBA’s free monthly Web Chat series provides small-business owners with opportunities to discuss relevant business issues online with experts, industry leaders and successful entrepreneurs. Chat participants have direct, real-time access to the Web Chats via questions they submit online -- in advance and during the live session -- with instant answers.
